Over urban areas, it would certainly be less than one-plane per tower - but out in the "country" - it could be 10 planes per tower, and that ain't happening. A couple of dozen ground-based users could swamp the system in the right circumstances. The cell tower could swing several streams at once.but not as many as you might think. That data is going to go to a cell tower.which would be swapped (at 600MPH) every 10 or 20 seconds.and in many cases (as over the mountains or deserts of the western US.or, well, lots of Texas, it seems from the air) - there are ZERO cell towers on the ground under the plane. So it's gotta get out a different way - you can take your pick - but most folks would think of it as streaming data, as with your cell phone. It's not going to transmit with the "technical" airplane data, the radio and so forth - there's just no system in place for the relatively few towers on the ground to sort, process, and manage the incoming video data from hundreds of planes all day long, just so you can watch them.
